Can't Complete 'The Pirate's Treasure'

I have completed every task except for 'Call the Royal Envoy'. All it is, is to use the phone and Chat With (Marina Corsair) which I did. Every time I call the envoy, it does not count as having actually called her for the quest. I have tried more than once with different Sims and it never seems to work.
