Can't disable Neighbourhood Stories

So, I think this bug started happening after the last update for Life and Death.

I always have Neighborhood Stories off in the main settings. I noticed my game lagging a bit recently, and decided to take a look at the Household Manager to delete some extra townies, but then I noticed on map view that a bunch of unplayed Sim households had moved into empty houses in various worlds. I had to go through all of the worlds and manually evict them. Since there's no more independent "move into empty houses" toggle in the game options, I can't do anything about it and it seems to be making my game sluggish. 

I really don't like the game taking control like this, and never wanted neighborhood stories or any story progression mechanics, so this makes me nervous that NS is buggy and might take control of my Sims and move them around or kill them, causing chaos in a save I've played rotationally with many households, for years.

    Having read somewhere that turning NS off in game options didn't always stick I took the route that instead of turning it off there I turned it off in the Manage Worlds area by not enabling any of the tabs in either the played or unplayed families. After using it for quite a while I decided I just didn't like what it gave me and since it caused problems after Lovestruck it's not enabled in my games even though it's still "on" in game options. I don't know if this will help you.

      Thank you for the suggestion, I'll try that as a work around and see if it helps.
