Can't disable Neighbourhood Stories

Having read somewhere that turning NS off in game options didn't always stick I took the route that instead of turning it off there I turned it off in the Manage Worlds area by not enabling any of the tabs in either the played or unplayed families. After using it for quite a while I decided I just didn't like what it gave me and since it caused problems after Lovestruck it's not enabled in my games even though it's still "on" in game options. I don't know if this will help you.

I'm having this exact problem. I turned off the neighborhood stories because it's just not my jam and I still have sims moving in, merging with other families, having babies, etc. I even started a new save and turned on neighborhood stories just to make sure all the stories were disabled before turning it off again but it didn't help. The moment I un-favorite a family, chaos reigns.

I even double checked all my mods and made sure they're up to date but I'm still having the problem. I'm not sure when it started because I took a bit of a break from Sims but now I don't really want to play if it's just going to alter families like that.

So....nothing yet?

Okay, I'll check back in a month or two if I think of it. Been playing other games anyway. At this point, this game is just an expensive loss. What did I actually pay for if nothing works right? 

I keep having trouble with neighbourhood stories every time the Game updates and/or I add new content. The system just ignores my settings (I have NS on for unused households, but off for used ones), so whenever I spend time playing with any household, I go back to another to find new babies!

So yeah, mostly they get pregnant and adopt babies. I even turned off the "adoption" or "pregnancy" options for the non-used households, and it just keeps happening. I just stopped playing at some point, 'cause I keep having to delete unwanted babies. 

I do not have any mods and custom content (deleted everything to see if this was the issue, but wasn't)

I have this issue too (NS is turned off). My workaround to deal with it is to enter build/buy for each house on every world and set the number of beds to 0. The game stops moving in households to houses with 0 beds ;-)

That's brilliant, does it stop them from having babies too?

Long ago had custom neighborhood stories but it would just ignore the specific ones I wanted disabled so I decided to turn off Neighborhood Stories altogether but even then townies are still moving, having 1000s of kids and pets.
