Can't make changes to build

I've been plaing the sims 4 for a few months now and have had no problems with it so far. But a few days ago I was building a house when I suddenly couldn't remove or undo items and I also couln't place any more walls. When I tried to save the game it was just stuck on the saving screen and it wouldn't save no matter how long I waited. I also can't exit the game so i have to shut off my laptop completely every time, just to close the game. I tried resetting the game, repairing and delete mods but nothing worked. I saw that delting the 'localthumbcache' file works when you have this problem. But when I delete it and open the sims 4 to check if it worked the file automatically goes back to my sims 4 folder. I do have some cc but I don't think that's the issue because I've had it for a while and hasn't caused any problems earlier. I don't know what to do because I really like the game but I can't build anything anymore. I hope this can be fixed.
