Can't open small business on my sim's residential lot

Any time I try to register for a small business, whether it be through my phone or the ticket kiosk, nothing happens. I'll click on the "Register Small Business" button and no panel comes up to create my business. Yes I have enough simoleons for it. No I do not want it on another lot, I want it on my own. I don't know what else to do, but Businesses and Hobbies is SO glitchy it's literally unplayable. I don't want the money I spent on the pack to be wasted because I can't use this feature.
