Can't pay bills

Short Update: When I switch to another family, it's just as usual as it should be. The notification does not appear directly after going to this household, and when it's time to pay, it works. However, if I switch back to the other family, where the bug occurs, the bug stays the same. 

Do you have any pets? I have two horses in my household and after not being able to pay bills for a few days the repo man came and tried to repossess my horses belongings, so i removed my horses from my household and my bills were paid and the power came on. Not sure if that was what fixed it but after trying everything including cheats to pay the bills this was the only thing different i had done when the power came on.

I can't pay bills still no mods or cc and I just discovered I can not move out of my house to leave my roommate I'm not sure what else I can do to fix it I've uninstalled the game refreshed the app cleaned the cashe repaired the game too frustrated game is playable just can't do those things well that I've noticed so far 

I thought it was just me. Since that update, my Sim can't pay bills either. She has the option to and completes it but no funds are deducted.  I've tried via her phone, computer and mailbox. This needs to be fixed and soon.  I don't have any mods or CC.

This issue has been fixed in a previous patch.
