Can't place household or lot from Gallery or Library in CAS or In Game

When attempting to place a household in CAS from my library the panel to see the household and description, place household, upload, etc. I cannot interact with any of the choices and cannot back out of it, leaving me stuck and having to completely turn off my console and restart. The same thing happens when attempting to place a lot from the gallery while in game. The game isnt frozen, I can move the cursor but I can't click anything when that info panel comes up.

The amount of issues in this game is astounding.
