Can't rotate lot or house

Playing on xbox and when pressing the LB & RB buttons after selecting the cross arrow to move the house/lot it either just puts it back to where it was or cycles to the clone object tool. Had this issue before after a previous update and now surprise surprise, after this new update for bug fixes, this bug is baaaack!
