Career progress bar resets to Average, No Promotions, Getting raises instead

My sims are in 2 different careers and for some reason they are not getting promotions.
Careers are Manual labourer and Gardening. No promotions, just earning a raise. I tried with multiple careers and it still occurs. Every time my sim finishes work and starts daily task, the performance bar rests from excellent to average.

I have had to remove the Entrepreneurial trait and seems to work fine again. That trait is supposed to help with getting promotions not stop you getting them so i'm assuming its a bug in that reward trait?

I have no mods and most of the dlcs and packs. I had to use the cheat to remove the trait.

Please let me know what other information i need to provide. Thank you
