Can confirm that I am experiencing the same bug. Live in a Residential Rental with NPC landlord, bought a blank lot to turn into a retail business, can't transfer funds. Selling and repurchasing did not fix the problem.
Workaround appears to be that you need to set any Sim as the owner of the lot.
