I am seeing this, too. I was trying to move in Mayor Whiskers from the manage households, but he does not load, so I can't move him. The animals show up in the household photo, but not when you go to the split and move menu.
Photos to show what I mean. This is every household with a cat or dog or horse. However, the households I had put in the game with horses, they show up, even in that menu. But premade ones, nope. I don't know if that's true for cats and/or dogs, because none of these households had any. This is a brand new save, too. I've been adding households and builds for them, but haven't actually done any gameplay yet.
