[CHEATS] Skill Cheat Not Working To Lower Skill Level

With testingcheats on, Cheat code: stats.set_skill_level Major_Anyskills # only works on level up. Reverse or downgrade doesn't work, won't even remove any skills after inserting 0 and reloading game...

Any progress at all on investigating this bug? I've been experiencing this too:(. I don't use mods/CC, and resetting the game didn't result in a change--the cheat functions for raising skills but never for lowering skills
