Children aging two times

I'm playing without cc and stuff, and after 30 miutes of playing my sim finally aged up, but not from infant to toddler, but from infant to toddler and IMMEDIATELY after that to child, i tried restarting my save 10 times - every time it's the same situation, i tried fixing The Sims in EA app but it's still the same :(
