City living not working

I don’t know if it’s because I recently started playing a game back in like December but I bought my city living pack and it was downloading and when I logged into the game when I tried to go in the world, it says that I need to restart the game for the world to be installed and nothing works. I’ve tried to do the repair button doesn’t work. I’ve tried to uninstall it and reinstall it, but it still doesn’t work I don’t know what to do and I really need help. I don’t know if it’s the game that lags or if it’s me doing something wrong. and also, I put it on a HP laptop.
