When I go to introduce myself to new sims in SM they don't advance the task any further. I got the first one meeting an apartment neighbor. Between then and now I accepted a new "Proper" trait and now I can only do specialized (howdy, tomorani, proper) intros. Those aren't counting at all.

Did you try them in different neighborhoods ?
The special introductions not working is a known bug though so maybe remove the proper trait until you done them all.
Since this has been a known bug for a year now, any word of a fix? I moved the Ito family from SE to San Myshuno and cannot advance the City Native aspiration with Megumi because of her Proper trait. She was able to complete the introduction requirements for "New in Town" and "Well Liked" of the base "Friend of the World" aspiration almost entirely in San Myshuno. Simply "remove the proper trait" is not a solution.
