[CL] NPCs not spawning in San Myshuno

One of the best things about City Living was how lively this area usually is, but there is no one spawning in the center area at all now.  No basketball players, people hanging out, ordering from the...

    Update update (sorry!)  It's a mod.  As soon as I reeabled script mods it happened again.  Thank you for letting me babble your eyes off and letting me know it was working in yours..  I'll figure out which one.

    Update:  Kuttoe's PetsEverywhere is the problem.  I've let him know.

I had just tested another issue today on a brand new save and it was as lively as ever for me.

Do the stall people also not spawn ? Is it just in San Myshuno or other worlds ?

Were those new saves or existing ones ?

How did you remove the mods ? Move out or disable ?

The stall workers spawned.  I've noticed the walkby people in other worlds but the parks seemed emptier than usual.  

I moved the entire mods folder completely out and deleted the 3 cache files, then restarted.  It's a save I made a couple of days ago and one from several weeks ago.  The new one I tried loading with mods.

I can try loading a much older save (or another brand new one).  Would moving the entire Sims folder and letting it generate a new one affect something like this?
