I just had this issue of a stuck cow after moving my household to a new home (vanilla game on PC, most packs owned, updated to latest patch). I had tried replacing the cow shed, travelling to another lot and returning, assigning the cow to the shed - nothing worked. This is what I ended up doing to 'fix' it but it's not really a fix:
I went back to the previous save before they moved and got rid of the cow (it was about to die and I waited for Grim to come and take her), moved the household without the cow and purchased a new one at the new home.
