Steps: How can we find the bug ourselves? Have a cow located in a shed. Switch to a different household in the same neighborhood, then switch back.
What happens when the bug occurs? I load my household, only to discover that my cow is gone. The shed is empty, but Zzzz VFX continue to play, as if the cow were asleep inside. Clearly, she is NOT present, given that I have the option to "Purchase Animal...". (Yes, I checked my Household Inventory and my Sim's personal Inventory - the cow is not there).
What do you expect to see? My cow where I left her. I'm tired of buying cows over and over again.
Have you installed any customization with the game, e.g. Custom Content or Mods? MCCC, UI Cheats, some Medieval CC.
