Constant phone calls and text messages

I have friendly invites and requests unchecked as well as romantic invites and requests and yet they still happen frequently enough. 

I also have neighborhood stories turned off. Which I understand is mainly defined as:

"Neighborhood Stories in The Sims 4 is a gameplay feature that allows unplayed Sims in the neighborhood to experience life changes autonomously, such as adopting children, changing careers, or forming relationships."

And even though I have it turned off, sims still keep having babies, get married. adopt kids and form relationships. 

So I don't know why these settings exist if the game is just going to do what it wants, totally disregarding that I have everything turned off. 

This is still an issue and has been for years. My sims get constant calls and often from inappropriate sources, such as a random townie who asked my (married) sim on a date and the proceeded to call them at least once a day about whether to be friends with someone or about going to a festival. I’ve also stopped using nannies because they continue to call the infants/toddlers after they get old enough to have a phone. Can you imagine being pestered with phone calls as a teenager from some random older person who babysat you for one day when you were a toddler? No, because that’s creepy. Father Winter staying in contact with child and teens sims is also uncomfortable. 
An easy solution would be to be able to turn off social calls all together so that you would only get chance card calls from work and other essential calls. I’d also settle for a block option where my sims could stop daily calls from one particular person.
