Couple Sim's won't sleep in bed together

All of the couples in my game are having the same issue. They both get into bed and one will fall asleep. However, the second sim will get back out of bed and does the wave and thought bubble with the tracking and red x. 

When I hit woohoo on the bed my sims don't even do anything, like it doesn't even pop up in their actions bar.
