Playing on PC.
Unsure if it was before removing CC. I disabled them with the new patch for a bit and played a while without them. Then Updated my mods and am playing again with them and I only noticed it after turning mods back on. Ive since tried with and without to see if it changes anything but regardless it happens either way.
Not all of my sims, of the 292 actively being played right now only about 5 sims in 4 separate households have the issue. Im assuming they had the ailment at the time when the tuning happened and at some point their ailments wore off before I returned to them.

I don't know if the moodlet would go away if it got stuck before removing mods.
Could you keep your mods removed and see if any of your Sims newly get it ?
If you have MCCC, you can remove the moodlet with it (and possible stuck traits) before you remove it and then try again if they newly occur without mods/cc.
