I had this issue and I used to chalk it up to life & death making more complex ghost mechanics? As it went on I've definitely second guessed that and I think it's the same glitch. The dead family members appear as lifelike and in-color in the relationships panel and continue to act as if they are alive (calling my sims, inviting them places, etc.). To add to this: I held a funeral for a related sim that died, and I did not summon their ghost or anything. I own their urn, etc. They still contact my sims and appear as alive (non-ghost or anything) in the relationship panel.
