(Debug) items disappear when placing lot from gallery/library

All Expansion packs EXCEPT Life and Death

All Game packs EXCEPT Strangerville and Batuu.

All Stuff Packs EXCEPT crystals, Toddler, Kid's room. Perfect patio

ONLY the following Kits: Storybook Nursery, Greenhouse Haven, Pastel POp, Desert Luxe, Fashion Street, Blooming rooms kit, grim's celebration, holiday celebration
Steps: How can we find the bug ourselves? Place a lot containing debug items.  I have tried multiple saves and multiple lots and the same thing keeps happening.  I am really frustrated because this is the biggest most complicated build I have done.  But it's not near as complicated as some others'  builds. I want to upload it to the gallery but don't feel I can because it appears unfinished.
What do you expect to see? I expect to see all debug objects on the downloaded lot, such as trees, boulders, kitchen clutter, statues, etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system?  Yes, after the ghost patch, although I just reached this point so I don't know if it existed before the patch.
