Disappearing Lots in Every Save

I decided to create a new thread about this because the other ones seem to go unnoticed and unsolved. The recent laundry list doesn't show anything in regards to this ongoing critical issue that is effecting a lot of people's save files. Some people are saying it's from the For Rent pack and there's a limit on how many rental lots you can have-- which is insane if that is the case. I did test this by not having any rental lots and it still happened. Also, having large save files but what would be the point in creating legacy saves or putting in effort to make your ideal save if there's limitations? The issue is (without mods btw!) placed lots default back to the presaved lots in the worlds. They show up from map view, but going into Live or Build mode they show as default. 

Yes, Memory Boost is activated. Yes, this issue happens without mods. Yes, this has happened in more than one save. I've (and others) have shared our save files and there's more than enough evidence of what is occuring in our games. Please fix this!
