[EBN] Duplicate Fable Sims

New vanilla test game. No mods. No CC. Playing rotationally between several households.

There are now duplicates of the Fable Sims in my game. 

In this case a new Mystical Fairy (same name and appearance) appeared right in the middle of my Sim's working on a Fable.

This may be as intended. If it is, it's really poor planning and ruins story telling. In my regular game I play rotationally and it really annoys me if I find that a role filling NPC has disappeared/been replaced in between rotations. (I have aging off for unplayed Sims.) What's the point of this? 

I think that there may be other reports of this for EBN, but I wasn't able to find them. - I did find the one related to CL. - Apologies. If that's the case, please merge.
