I got a notification that luck was against my sim, yet the item was legendary (Knitted socks).
I also had this issue with painting as well, with the added touch of the notification popping up when she started painting, not finished.
I'm not sure if it happens for other crafted items like, candles, juice, nectar, cross-stitching, etc.
I imagine so.

Do you get the same if you remove your mods/cc and test on a vanilla game ?

I have had this with my painter sim. Almost constant bad luck, even though her balance it at the top. She has great moodlets and paints excellent and masterpieces fine. Her husband has some luck fluctuations but never constant bad luck. He has the Eco Living aspiration.
I am playing a vanilla game on a separate computer that has never had mods of cc.
