I reached into my backups and plucked out a copy of a Save from November 11, 2020. I checked Conifer Station. Both Modern Development and Green Initiatives had been enacted. There are no missing flashing/overlapping terrain or textures. Apt building areas fully implemented.
Current game is a vanilla game. No mods. No CC. Waited out the implementation of Green and Modern NAPs. Lots of flashing/missing/overlapping textures and terrains.

The flashing terrain/textures are hazardous to anyone prone to motion sickness or migraines. I could only take a few pictures of the flashing before having to quit. This is really not acceptable.
To be clear: If you've been playing an ECO Saved game since it came out and have enacted the Green and Modern Initiatives, your game will appear to be fine. If however you were to repeal those initiatives you will find that one of the selling features - The ability to change the World's appearance - of Eco Lifestyle is hopelessly broken. This is in addition to one of its other selling features - the changeable Community Lots - being broken.
And: We've heard not a peep from EA acknowledging either of these issues.
