Yes I use mods.
I did remove the entire mods folder, did a new install of the game (I got a new computer recently and it was a good time for a fresh start anyway) and I still get spammed on a new save. I used to, as I said, get the odd new townie now and again. Since Patch 1.16 (iirc the number), I get constantly entire families dropped into my game. I'm not going to a new location (like, say, a gym where I know the game tends to make new townies to attend). I'm staying at home, doing my things with my Sim, going to work in a rabbit hole, etc.
I play on PC.
Edit: So, for example, I just loaded up the game and played for a half hour. I went to "Manage Worlds" and I had 8 new families since I started playing. Not just 8 sims, but 8 families of varying between 2 and 6 Sims. I didn't go anywhere to need new NPCs.

Did you port stuff over from the old computer or try a completely fresh user folder ?

Complete reinstall. No saved games, rebuilt my worlds from scratch.

I can't duplicate this. It's always been a bit excessive but not like you described.
To be sure, you also didn't move your mods over ?

Brand new install. No saved games, no mods, nothing. Started a new family, played for 30 mins or so, and the townies took over. :) I have a lot of pre-mades in my game, too, so not sure what's happening.
