I did some digging and I found that it works just fine on a lot that you own. However, if the arch is on a lot you don’t own, it doesn’t work. Even more strangely, I found out that I can get it to work if I set the arch as one of the Sim’s head and then walk off the lot with it. My educated guess based on these findings is that in order for two Sims to get married under the arch, the following conditions have to be met:
- If the arch is on a lot, the lot has to be owned by one of the two Sims
- They both have to be near each other or on the same lot
- They both have to be engaged to each other.
Therefore, I believe the fix would be to remove that condition that checks if the lot they’re on is owned by one of the two Sims.

that's so stupid, because that means that destination weddings are impossible unless you force your sims to move to sulani, or something just so you can have a Beach or Japanese style wedding.

Under even further testing, I found that the option is not greyed out if the Sim's partner is not part of the household.
