Festivals in San Myshuno stop appearing after changing lot settings

When I change the lot settings for the lots that festivals spawn on in San Myshuno, the festivals stop appearing entirely.

It seems like modifying the lot type or any lot-related settings prevents festivals from spawning or being scheduled.
