Game buttons become unresponsive after saving

I use xbox one. 

When I save the game, options become unresponsive. I cant change the game speed, cant bring up the menu, cant select options. 

At first, I thought it was a problem with my controller, but the cursor still moves and is responsive. 

Usually, this resolves within a minute, but I made a new family and the issue didnt resolve after 5 minutes. I had to close my game without saving. Its been doing this since the previous update.
