Gameplay issue

I've run into an issue where I can't directly click on most things. I can't click the scroll bar unless it's in a specific spot when creating a sim in CAS. I have to move my cursor to the side entirely just to click it. I'm also unable to play at all in game mode, the game lags extremely, and I'm unable to click and drag the screen or click on most of the functions. I cleared my cache, deleted all my mods. The game is up to date. I am playing the game under EA, on my HP Windows laptop.
