[GRO] Infants can't get on and off playmat by themselves

Infant earned the Scoot milestone, and unlocked the "Scoot Here" interaction on any area of nearby floor. However, they cannot independently scoot to the playmat, and can only be carried there by a caregiver.
Playmat is in-range (Scoot Here is available on any area of surrounding floor tiles)

Vanilla save, no mods or CC, cleared cache files etc.

To clarify, the playmat itself is working fine, an Adult sim can "Put [infant] Here" and the infant can play, sleep, etc.
But the infant cannot go there independently even when able to Scoot.

I would like it adjusted but I figured it was a design choice or oversite myself.

I didn't even know this was an option when they have the scoot ability!! This is happening on xbox series x as well. :)

This is an option? really? I have never seen an infant crawl or scoot on the playmat, nor have I ever seen that option available on the infant or playmat. Not ever. Are we sure this is supposed to be an option???? I really question this because Infant and toddlers are my absolute favorite ages to play!!! For infants, I always turn off aging until I know I will need them to age up.

I sadly thought this was by design but I would love this to be fixed because I also love infants :)
