Same happened to me, a guest wouldn't go home on Christmas day evening. Plus I had a stay-over guest who they kept bothering all night long. I had already said goodbye to them so they were going to leave but got distracted by something, then ended up staying. There was no send home option or goodbye option after that. I tried resetting but it didn't work. They eventually went home on their own once everybody else had gone to sleep and they had nobody to annoy.
I've just recently re-installed this game so no mods and I only have 3 expansion packs with one game pack.
In Sims 2 people just go home when I ask, there is a simple action which is, "say goodbye to everyone".😑
