Similar issue but with hair for me. Playing on PC and I do use mods, but no CC. However it does the same if I try all vanilla (removing the mods folder and disabling mods in the game). So yeah, it is extremely annoying. I put a lot of time and effort in to changing the townies when I do so, and only for them to revert hairstyles when getting in the shower/bath or workclothes...
