Hair has hairline on forehead for specific Sims

For both my male sims the hair is creating a glitch in what i assume is the mesh?

I dont play with mods or CC - vanilla player.

Only sometimes if the hair is changed it will go away or turn into a faint white outline.

I've tried manipulating the face (shrinking, stretching), i've tried selecting a pre existing face. Nothing changes this. 

This sim is genetics from the parents, but I will note the father has the exact same thing happening.
