"Help blow out candles" interaction not aging up toddler sims

I tried to age up my toddler numerous times by making a cake and putting candles on it. I click the "help blow out candles" interaction to have an adult sim age up the toddler. They go through the animation of picking up the toddler, they blow out the candles on the cake, and the candles disappear, but then the adult and the toddler reset. The toddler does not age up. I have tried it with different adult sims, I tried closing and re-opening my game, and nothing will get it to work. I'm playing on pc and did not have this issue on this save a few weeks ago so it seems like a recent bug for me at least.

(also just noticed that when I tried to attach an in game recording of the issue this bug reporting site doesn't recognize the videos in my system because they are recorded in .avi format so I can't attach them because I don't feel like converting them into a different format. That's the sim's team's job to make it accessible...)
