Household receives positive bill they can't pay (wrong Math)

I opened a small business and put a [shared] front door. The sims enter and leave through the business. The post box is outside the door. Bills cannot be paid on postbox, computer or phone. This also causes problems for throwing parties. Guests don't seem to understand the system of navigating through a closed business to enter a party. Also mail [receive goods through postbox] deliveries do not work.

It is possible that service people (maids, gardeners, mail delivery) is having problems with a veranda that is designated as a part of a business.
