I know this thread is a few months old but I thought I'd share my workaround in case it helps others.
- Go to the Manage Worlds view
- Click on the household you are having an issue with
- Click on the "..." menu in the lower right and evict the household
- Click on the "Manage Households"
- Select the household evicted from step 3
- Click on "Transfer sims between households"
- Transfer all Sims to a new household (it may look like nothing happened but the Sims should have been transferred to a new household)
- Move in the new household to the lot they were evicted from
- Check the mailbox to ensure there are no bills yet

Holy smokes, thank you SO MUCH!!!! May you have a glorious day. FYI my household inventory is fully in tact, which was a concern.

It looks like it worked for me, too! 😁 They are currently not due on any bills. We'll see what happens in a week with the next bill.
