Household receives positive bill they can't pay (wrong Math)

My Sims will go through the motion of paying for bills at the mailbox or through their phone, but still nothing is coming out, and now my power and water are shut off. I  have removed mods, moved my sims out onto a new lot and back in, traveled to a different lot, removed all cache folders, repaired my game, and still nothing has worked.
