Household receives positive bill they can't pay (wrong Math)

I'm having the same issue, the bill is weirdly cheap but my lights have been  cut off and now the water. No mater what I do my sim cant pay. They will do the motions but money wont be removed from my household and the option to pay is still there. 

I removed mods, switched households, moved to a new lot, played a different save, repaired game, tried to reset bills with cheats, and tried to auto pay bills with cheats. Nothing worked.
