Household receives positive bill they can't pay (wrong Math)

It kept telling me bills were due, but wouldn't let me pay them by mailbox, phone, or computer. The Sim goes through the motions, but the funds are not deducted. The power was turned off for not paying and there was no way to fix it. I tried going to a different lot, resetting the mailbox with cheats on, and even ran a repair on the game with no success. I ended up starting a new game (thinking the save file was corrupted), and when playing the Strangerville Mystery, it tells me the spore filter has been delivered, but the option to get Get Mail is grayed out, saying nothing has been delivered, so I can't progress any further on the quest. Please repair this as soon as possible, as the game is basically unplayable now! I am extremely frustrated, after spending a lot of money on expansion packs and now I can't even play anymore.
