For me, it worked to move my sims into an existing household, then split from the household and moved back into my sim's original home. Hope this helps you keep playing!

I did everything here and nothing worked, including evicting the family, moving them to a new lot and even on the new lot it complained about the bill of +81.
Now merged my family with another and that family didn't have the bill. When i moved back to my original lot my lights were back on and no bills! Will report here if the bug comes back.
