Household receives positive bill they can't pay

It's always that I owe $70.

I've tried

• Removing mods.
• Going back into an old save, but then once bills come back and I pay them, it comes back that I  still owe 70.
• Deleting the mailbox.
• Trying other mailboxes.
• Phone computer, actual bill mails.
• Forced cheat code of autopay bills.
• Moved in a new sim family in. Somehow, they are able to pay the bills in full, but when I move the. family I want to play back in, they still owe 70.
• Move to a new lot, but they still owe 70.
  
  Help??? 
  I have all the installed content for the game as well, including kits. This happened after the Cozy Quest stuff came out.
