I can't interact with anything!

I wasn't sure where to post this problem, so sorry if it is on the wrong forum.

I was trying to play the sims, but after just a minute or two of playing everything stopped working. I could hover over items and get the information, but when I clicked on it no interactions came up. It was like this on everything: Plants, chairs and even other sims! I could interact with the UI when this happened, but when I tried to save it just loads forever and I had to force quit the game. The time stopped ticking too, but the sims still moved and was stuck in an eternal loop of the same animation. 

I am playing in a new save-file, but I do not believe it is corrupted since this also happened on in my legacy save-file. I have never had issues with that save before.

My PC is strong enough to run most games without difficulty, so I don't think that is the cause either.

I don't mod my game too heavily, but I tried running it without mods and the glitch didn't happen. Though I didn't play for very long (maybe 10 minutes or so.) I recently repaired my game and cleaned up my mods folder, but I mostly deleted stuff and all the mods left I have played with before without issue. The two only "mods" that are new is Milk Thistle, which is an override of how the lighting looks in different worlds, and Simp's Graphicsrule Overhaul 01. Neither of these "mods" are saved in the Mods Folder, so if they caused the problem it makes no sense that it would stop after I removed all the contents in the Mods Folder.

I will list of the mods I have in the game (not including my CAS defaults.) Most of them are just minor tweaks. If any of these mods are known to cause a problem like this, please let me know! It is a bit of a long shot, but I would prefer not having to check every mod one-by-one in game. They are all recently updated too.
