I have to physically force my sims to take care of their kids

Three of my sims children have been taken away by cps because they won't care for them. I keep adding new child or baby sims to the family because of this issue. I will select the options to care for kid (bathe, feed, etc.) and the adult sim will just look at the kid like it has three heads and move onto do what they want. Tired of having to start new households due to this.
