Infant not reaching milestones

I have screen recorded my sims infant trying to reach the grab and foot in mouth milestones.  He has attempted it several times and it never finishes. Nothing interrupts it. Just never actually reaches the milestone. Both parent sims have moodlets from watching him reach the milestone but it doesn’t show on the infants end. I have the screen recording and screen shots of the moodlets and the milestones.
