'Keep Furniture' does not work when moving

This has happened to me three times now. I have seen a post on here from a year ago that said the 'keep furniture' option does not work for them when they are moving their married sims in together. 

For me, this not only happens with married sims, but also just sims in general. The last two times I moved my sims from one house to another lot, it completely ignores the fact that I said to keep the furniture! There was zero furniture in the household inventory in build mode. 

To fix this, I had to move my family back to their old lot and go through the process again. Additionally, I do not use mods or cc.
