If your sim is Chased By Death, he or she may get a want to learn a New Skill. After learning a new skill, the want is not cleared, but an Improving While I Still Can +2 confident buff is added. The want should be cleared on learning a new skill at the same time the buff is applied, allowing a new want to be aquired. I've seen this from time to time since Life and Death came out, but usually have mods active. This save I have had mods disabled from the beginning.
