Could you test if it keeps happening if you remove that ? Just to see if that's the cause.
it does seem like that was the issue 😔 there was also a lot of sims wearing this paint splattered outfit too, they seem to no longer be wearing that when i removed the water

They are outfits for Sims that just hang around lots like homeless Sims or so. You often see them around Willow Creek park too. It's a situational outfit and yes, they like to hang around the cemetery too,
I guess a small body of water should make them change into swim wear.
i would very much prefer it if random townies didnt freeze to death in the cemetery every time i visit for sure, but this time hit hard as i lost my entire family tree at a funeral 😏
