Having same issue, but at the gym and souls/fissures locked behind opposite sex bathroom so cant enter.
My issue is to collect 4 souls, but there are only 3 bodies. This is in Brindleton dog park, so there is nowhere for them to hide but maybe the bathroom. I tried collecting the plant soul of the cowplant that was the culprit, and it killed the plant, but did not increase my counter.
